I like to no. I 'm making a lolly pop pullover. Sleeve and I want to put a cable on the sleeve it say to cast on 24 stitch. Do I add 4 stitch more to make a small cable.

Because cables pull in and take more stitches, Yes, you will need to add stitches.  The rule of thumb is about 10% more stitches.

So if you are instructed to cast on 24 stitches, 3-4 additional stitches will be needed.

Best bet is to swatch to be sure ....
