When an instruction says to decrease on row 63, do you knit until the row counter says 63 and then decrease or do you decrease before you knit row 63?

You perform the action when the row counter reads 63.

Sue,  when it says 'knit to to 63' does it mean knit row 62 and then do whatever, or knit row 63 and then do whatever? Thank you, Joy 🙂
