It's been quite a few years since I had a 901 and I couldn't remember how the row counter worked, but I still have copies of the manuals so I looked it up. The odd thing is that there are 2 photos in the manual showing the tripper in "working position" and just like the photo you attached, in neither does it look as though the metai tripper will actually TOUCH the plastic button. So I'm not really any help, I'm afraid, except to confirm that the new knitter does seem to have set up the machine correctly.

Mystery solved .. it turns out that she hadn't "seated" the carriage correctly. if you look closely at the photo, the back rail of the carriage was sitting ON TOP of the back channel of the needlebed. When she removed the carriage and seated it correctly on the needlebed it moved smoothly and the row counter tripper was in the correct position.
It's funny that after you've been knitting a while, it's easy to forget how foreign our machines seem at first. 😊
