Hi,
I have been experimenting with stitch patterns. My machines don’t have lots of punchcards so I am punching my own.
For tuck lace - do you need to punch the row of the needle that is placed out of work?

No, you don't have to punch that column. Because the needle will be out of work, the machine will ignore any instruction on that column (hole or no-hole).
Examine tuck punchcards you have. Sometimes you can just knit them with needles out of work and get some interesting results.
Just be aware that some machines don't like to tuck the stitch right next to the needle out of work.
